A complete recount of votes from Veracruz’s June 1 election is underway after significant irregularities were discovered in the initial counting process, state electoral authorities announced.

The Local Public Electoral Body of the State of Veracruz (OPLE) cited inconsistencies in vote tallies from municipal councils and technical failures that caused widespread problems. The electronic voting system reportedly functioned properly for only about an hour, with server outages forcing staff to repeatedly resubmit information, resulting in duplicate entries.

OPLE head Marisol Delgadillo confirmed that the vote count will now be conducted manually under a “vote by vote, polling station by polling station” protocol. The recount, which began no later than June 13, will be monitored by 27 authorized municipal councils and more than 3,000 accredited observers to ensure transparency.

Beyond these technical issues, concerns have also been raised about municipal election results. Jorge Álvarez Máynez, national leader of the Movimiento Ciudadano party, reported irregularities in Poza Rica and Papantla despite his party’s surprising victory in 40 municipal seats statewide.

The Veracruz election has been troubled from the start, with the campaign period marred by violence. According to the Votar Entre Balas (Voting Between Bullets) observatory, Veracruz recorded 32 violent incidents during the electoral process, with 17 targeting candidates or pre-candidates. Two Morena party mayoral candidates were murdered during the campaign: Yesenia Lara Gutiérrez in Texistepec and Germán Anuar Valencia in Coxquihui.

The June 1 election combined Mexico’s first-ever judicial elections with local government voting in several states, including Veracruz.
