Mexico’s cruise tourism industry is experiencing significant growth in 2025, with major increases in passenger arrivals at both the country’s eastern and western coasts. In Yucatán, the port of Progreso registered 74 cruise ships carrying over 200,000 passengers between January and April 2025. This represents a substantial 131% increase in ship arrivals and 110.6% more passengers compared to the same period last year. April alone saw more than 26,000 cruise visitors, up 27.2% from April 2024.
The Yucatán Ministry of Tourism Development projects that 158 cruise ships will dock at Progreso by year’s end, bringing approximately 400,000 passengers—a 35% increase over 2024. To accommodate this growth, Progreso’s Puerto de Altura is undergoing a 12 billion peso ($634 million USD) expansion to increase its capacity from 80 to 116 hectares.
On Mexico’s Pacific coast, Ensenada in Baja California reported 112 cruise ship arrivals between January and April—20% more than in 2024—bringing nearly 388,000 passengers, a 38% increase. Tourism officials estimate the cruise industry generates approximately $74.86 million USD in Baja California, with projections of 351 ship arrivals and over 1.1 million passengers by year’s end.
Ensenada recently marked a milestone with the arrival of Royal Caribbean’s Ovation of the Seas, the largest cruise ship ever to dock at the port. The 348-meter vessel can accommodate approximately 4,800 passengers and 1,300 crew members.
