Rising Tourist Numbers in Mexico Despite Budget Constraints

Mexico continues to see robust growth in international tourism, with visitor numbers rising significantly in 2025 despite travelers watching their budgets more carefully, according to the latest report from the National Institute of Statistics and Geography (INEGI).

The data shows that 7.66 million foreign tourists visited Mexico in April 2025, representing a substantial 13.5% increase compared to the 6.75 million recorded in April 2024. Cross-border tourists showed the strongest growth, rising by 10.9% to 1.53 million visitors, while air arrivals grew marginally by 0.2% to over 1.9 million travelers.

Total tourism spending reached US $3.042 billion in April, up 12.5% from the previous year’s US $2.703 billion. However, this growth was driven primarily by increased visitor numbers rather than higher individual spending. In fact, average expenditure per tourist actually decreased slightly by 0.8%, from US $400.17 in April 2024 to US $396.80 in April 2025.

Looking at the broader January-April 2025 period, the Tourism Ministry reported that foreign air arrivals reached 7.86 million, a 4.8% increase compared to the same period in 2024. The United States remains Mexico’s largest tourism market with 4.9 million visitors, followed by Canada (1.4 million) and Argentina (144,551).

The growth trend has been consistent since the end of the COVID-19 pandemic. In 2024, Mexico welcomed 45.03 million international tourists, representing a 7.4% increase compared to 2023.

This continued growth in visitor numbers despite tighter vacation budgets suggests Mexico remains an attractive destination for international travelers seeking value while still enjoying the country’s beaches, cultural attractions, and cuisine.
