International tourism to Mexico is showing strong growth in 2025, with visitor numbers increasing significantly compared to last year, despite travelers tightening their vacation budgets, according to recent data from the National Institute of Statistics and Geography (INEGI).
In April alone, Mexico welcomed 7.66 million foreign tourists, representing a 13.5% increase from the 6.75 million visitors recorded during the same month in 2024. Cross-border tourists showed the most substantial growth, increasing by 10.9% to 1.53 million, while air arrivals grew slightly by 0.2% to exceed 1.9 million travelers.
While total tourism spending reached US $3.042 billion in April—a 12.5% year-on-year increase—the average expenditure per tourist actually decreased by 0.8%, dropping from US $400.17 in April 2024 to US $396.80 in April 2025. This indicates that while more tourists are visiting Mexico, they’re spending less individually during their stays.
The first four months of 2025 saw 7.86 million foreign tourists arrive by air, a 4.8% increase compared to the same period last year. The United States remains Mexico’s largest tourism market with 4.9 million visitors, followed by Canada (1.4 million) and Argentina (144,551).
This upward trend continues the post-pandemic recovery for Mexican tourism. In 2024, the country received 45.03 million international visitors, which was 7.4% higher than 2023 figures.
